A little about gov tenders in Ukraine
This article explains the features of tender gov, profitable public procurement, provides practical advice to increase effectiveness in state procurement.
The legacy of the Soviet Union, Ukraine inherited a developed energy sector, chemical industry, metallurgy, mechanical engineering. Ukraine is a major transit country for Russian gas to European markets. Regardless of the privatization, the most imported companies remain in government demesne (NNEGC ,,Energoatom’’, NJSC ,,Naftogas of Ukraine’’, NPC Ukrenergo” and etc). They, together with other state-owned corporations are one of the biggest consumers of goods and services in Ukraine. State enterprises announced more than 50-60 thousand tenders annually. The annual volume of public procurement is more than 15bil of Euros.
Taking into account the holding of Euro 2012 in Ukraine there is a growth market of government tender relating to the construction of infrastructure for the European football championship (stadiums, hotels, roads, electrical substations, etc.)
In order to avoid of abuse in the market of state procurement, to creation of competitive environment and to escape corruption, the Government has introduced legislative mechanisms of regulation of state procurement process. Over the past five years, legislation and, accordingly, the rules in gov tenders have changed a few times. The existing law of public procurement contains a provision on equal participation in procurement process, both domestic and foreign manufacturers, creating a competitive environment and providing efficient use of national finances.
Without looking at the specified equality of participants and the transparency of tender procedures, the Ukrainian realities are different from European norms and foreign companies rather difficult to independently enter in to the market of public tenders. Not the least significance in this is the complexity and bureaucracy of the Ukrainian system of national tenders. Often the potential supplier frightened the need for a vast variety of different inquiry and permitting documents (tax, bankruptcy, law enforcement, department of statistics and etc).
And given the historical differences in the classification, on which Ukrainian customers refer to the goods they needed of the European rules, foreign companies own almost impossible to start work in gov tender.
